		<description>Sam, I know why UTF-8 is not working for you.  The Closure Templates docs mention this relevant note:

&quot;Note: Windows users should note that the template compiler does not accept UTF-8 with a BOM (byte-order mark). Please save your Soy files as UTF-8 without any BOM.&quot;</description>
